are you able to use htaccess-files? Just some things to try. I uploaded 1 file and it worked. We tried it here and worked 100%, when you copy the file it takes the permissions of the destination. check my blog

Also check to make sure you're using the right "user" to assign the permissions to. What do you call "intellectual" jobs? I was going crazy about this PHP/IIS-upload behaviour. I am using IIS server 5.1 version. This did it for me! A big help! Try clicking the "Fix ownership" at the bottom at the cPanel then chmod the upload path and the uploader to 777.
