The workaround to define the gzopen method in your config.php file allowed the failing tests to pass. I'm still running some things so we'll see if this is an overall solution. I did try to upgrade php to 5.5.11 via ppandrej/php5 but I that fails due to unmet dependencies apparently.

I have marked this as a bug, even though it's not technically a bug in Moodle, as it could be worked around in the Moodle code as outlined in this article: I always do dist-upgrade with wajig.

Are there any historically significant examples? Does the code terminate? It would be good if we can make the distinction between these two functions in one place in the Moodle codebase.
